What is the best resort in Camarines Sur and whats would bethe best travel plan?

Im looking to travel there in December after Christmas by bus (or plane if theres any)
Want white sand beaches with clear waters.
Not too touristy nor too expensive (1-2k/night if possible)
Planning to stay 2-3 nights
What activities are available?
and any additional info is welcome (tips)
